With the advent of NightLife, we can see the neighbourhood decoration during play, and a forested Hood becomes a real, playable possibility.

Add as much more foliage etc as you like - I know some would like a very densely forested Hood but if I put it all in in SimCity 4, there would be too much for most. Foliage added in SimCity 4 cannot be removed in Sims 2 as your Hood grows, while Neighbourhood Decoration, addded within Sims 2 Neighbourhood screen, can.
