Make sure the game is not running and don't start the launcher or Origin!
Delete the Featured Items folder, now create a blank text file named FeaturedItems. (Make sure you spell it exactly the same as the folder you deleted). When you save it, it will automatically end with .txt, just deleted the .txt file extension on the end including the period.
If you didn't save your new text file to the game folder where you deleted the original Featured Items folder from, drag it there now.
What you have done is confuse your game into thinking it has the Featured Items folder and so it will not create a new one, but it can't put anything in it because it's not a real folder.
